REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR HUMAN RESOURCES NEEDS & CAPACITY ASSESSMENT

JUBA, 7 December 2011 - The Ministry of Agriculture, Forestry, Cooperatives & Rural Development (MAFCRD) of the Republic of South Sudan (RSS) is implementing a World Bank supported project, namely, the Support to Agriculture and Forestry Development Project (SAFDP), which is a Multi-Donor Trust Fund (MDTF-SS) funded project. The SAFDP is in its third year of implementation. It supports three major activities, namely promoting agricultural productivity and production, institutional development and project management. The Ministry is in dire need of developing its human resource base at minimal expense by eliminating avoidable costs related to human resource development (HRD) programs; costs attributable to the time spent by staff in training programs, career development, and/or organization development activities; costs due to lost production and travel time; direct and indirect costs for the delivery of training; and design and development of the most relevant training programmes.


The objective of the Consultancy is to undertake a systematic inquiry of human resources capacity and training needs for delivering public sector services within MAFCRD at the RSS level and at the States level, for the purposes of identifying priorities and making decisions, and allocating finite resources in a manner consistent with identified Ministry goals and objectives. The study shall define the knowledge, abilities and skills needed by the Ministry and broad agricultural sector workforce to meet the Ministry's performance requirements. It shall identify the gap between current and desired performance, analyze causes and recommend methods to bridge that gap. Through task analysis, the study should help MAF create appropriate job descriptions that include the critical skills associated with the job and job performance measures for evaluation. The skills required of the job should be matched with the employee’s knowledge, skills, abilities, and other characteristics. The needs analysis is crucial in developing an effective training program that mitigates skills discrepancies and improves performance.
