Vision:
The vision of the ministry is founded in the Interim Constitution of South Sudan, Article 142 (1) which lays out the values by which the Public Service shall be governed. So our vision is to create a responsive, well managed and accountable Public Service.
Mission:
To Provide policy guidence, regulatory framework and develop institutional and human resource capacity for effective delivery of services to the public.
Mandate:
To build and manage the capacity of the RSS public service for effective and efficient delivery of services and where necessary regulate the operations of the private sector labour market.
Functions:
The Ministry of Labour, Public Service and Human Resource Development performs the following functions and duties:
- Establish an inclusive, impartial, responsive and efficient Public Service for the Government of RSS;
- Manage the Public Service in a manner consistent with South Sudanese priorities, values and cost effective service delivery;
- Determine, in collaboration with relevant government ministries and institutions, organizational and structural changes needed to improve the efficiency, affordability and effectiveness of the Public Services and make recommendations to the Council of Ministers on such changes;
- Oversee the formulation, review and implementation of Government of the RSS Public Service, Labour, and Pension Laws and Regulations for South Sudan;
- Undertake and oversee the appointment, conditions of service, promotion, discipline and termination of Government of the RSS Public Service personnel;
- Establish and maintain a human resource database of the Government of the RSS public service;
- Establish and manage the South Sudan Government public service payroll;
- Prepare, vet and approve the proposed personnel budgets (works pay, salaries and allowances) of all ministries and public institutions of the Government of South Sudan in accordance with government policy and coordinate the same with the Ministry of Finance and Economic Planning;
- Develop policy and standard practice for Government of the Republic of South Sudan filing systems and record keeping;
- Develop and execute as appropriate, a Government of the RSS capacity building and training strategy for the public service through addressing and coordinating cross-cutting issues related to capacity building and training;
- Oversee and coordinate all training activities in the Government of the RSS public service to ensure efficient and effective training programmes that meet identified needs are implemented;
- Safeguard the interests of employers and workers and protect workers from exploitation through the implementation of labour and employment laws and subordinate legislation;
- Establish and oversee arrangements for the reconciliation and redress of work-place disputes;
- Formulate regulations for and supervise the formation of all workers' trade unions;
- Oversee the operation of Government of the RSS vocational training centres;
- Ensure the participation of women in the public service to the mandatory level stipulated in the Interim Constitution of South Sudan;
- Provide technical assistance and other support to the States and local governments in order to enhance the performance of their public services;
- Regulate the employment of aliens and to issue work permits; and
- Manage the public service pension fund for the benefit of public servants.
