Mandate
The mandate of the Ministry is to formulate, coordinate and implement national policies, plans and programs in the communications sector including postal services, Telecommunications and information Technology.

 

Vision:

An inclusive and powered, dynamic and prosperous ICT-anchored nation that is an active participant in the global information society.

 

Mission
To facilitate access to reliable and affordable communication devices, services and benefits in the country by creating and enabling policy and regulatory environment that encourages fair competition, innovation and investment, while establishing effective relationships with others in the global society.
 

Goals:


To promote the development and application of ICT, through the implementation of facilitative and harmonized policies, with a view to achieving the widest use and access to information throughout South Sudan within a reasonable period. Strategic goals include:

 

  1. Facilitate economic growth, sustainable development and wealth creation in South Sudan;
  2. Improve the quality of life of citizens through better education, improved health services and job creation;
  3. Create an engine for socio-economic development;
  4. Address development gaps as they relate to women, the youth, and rural and other disadvantaged groups;
  5. Achieve progress towards the social goals of ICT policy e.g. the provision of universal service access;
  6. Ensure the provision of a wide range of ICT services to stimulate and support sustainable socio-economic growth; and
  7. Stimulate investment in the public ICT industry with a view to provide advanced information services.

 

Functions:

 

The Ministry of Telecommunications and Postal Services performs the following functions and duties:

 

  1. Formulation and implementation of telecommunications for South Sudan;
  2. Management of air waves spectrum through frequencies allotment including specified bands for radio and television;
  3. Regulate and license local telecommunications operators;
  4. Regulation of public and private "Very Small Aperture Terminal" linkages;
  5. Supervision of South Sudan telecommunication networks roll-out plans;
  6. Promote and manage the communications technology sector;
  7. Encourage and support communications technology research and development;
  8. Promote regional and international collaboration and coordination in the telecommunications sector;
  9. Establish standards and regulations for the importation of telecommunication equipment and devices;
  10. Regulate and license Internet Service Providers;
  11. Develop and execute an e-government strategy;
  12. Formulate and implement a South Sudan postal services policy;
  13. Regulate and license local telecommunications operators;
  14. Supervise postal services to ensure delivery service;
  15. Promotion of efficiency and security in the regional and international postal networks;
  16. To oversee the establishment of telecommunications networks in the ten States; and
  17. To promote public-private partnerships to provide telecommunications services to population centres on a profit making basis.
